I think it's Baragan- in order for someone to have the nerve to carry around a throne made of bones, they HAVE to be in charge. Plus, Baragan started giving orders like it was a pre-arranged procedure.
On the other hand, authority and Espada numbers don't always correlate. Ulquiora seems to have more authority than the other Espada despite the #4 ranking.
