To note: The image Allen had of Mana-akuma saying, "I love you" was his memory, not the mirror reflection. The reflection was of the 14th who continues to lurk behind Allen.
I'm undecided about Mana's spirit and the 14th, and either being alive. The way that they are discussing both seems to be distancing them. Mana's spirit or manifestation of his curse (whichever the skull was) came to Allen way before the 14th appeared. Then the music inside of Allen came to him when he needed it through the prompting of the 14th's spirit who had been hanging around; and now the 14th is following him. If Mana were the 14th, why are there two distinct manifestations / ties with Allen?
The only way I can really make this work (if Mana is the 14th) is if the thing that fused with Allen's skull was just Mana's curse and not Mana's spirit. Then the shadowy 14th could be Mana's spirit.
But perhaps you're correct, and Allen has inherited the Noah power of the 14th.
The thing arguing against that is that Allen's "power" is knowing the song, not the power of a Noah (although the next chapter may show him with some Noah power). And they just told us that anyone can play the ark if he knows the song - so it doesn't have to be a Noah thing.
Who knows? I'll look over the chapters later and get back to you.
BUT POOR ALLEN! He just wants to believe Mana loved him and that their relationship was pure. Now he doubts it, and fears that Mana was the 14th and was just manipulating him. T_T
