If you want to get a manga translated ask a scanner/translator group to do it if they get enough requests for that particular manga they usually will add it to their future projects list. Also you can search that manga on
Baka-updates they will tell you which group was working on the manga they also have a list of active scanner/translator groups that you could put the idea to.
