I admit, the birthday didn't help much. But by using the other hints, the answer (Mikami Teru) was pretty clear. The birthday merely helped me confirm my guesses ("How to read 13") as a last resort. If I had looked it up directly, it wouldn't be any fun, now, would it?

I recall the emphasis both the episodes and manga placed on justifying Mikami's obsession with Kira. Because Mikami needed a reason to form/break in the storyline, and because Light needed a strong messenger in his plot to overturn the SPK, a flashback is obviously necessary. And Mikami was our man.

I hadn't read the scene in the manga where Mikami's past is explained, but by thinking about the above, I guessed that Mikami's past was even more emphasized in the manga, where characters' intentions are easily expressed. If it's that important in the anime, it must be more so in the manga.

I also remembered that Mikami's work was an analyst for the law or something-or-another, a place where he can easily take his bitterness (from his past) to the court upon other individuals. Therefore, Mikami dislikes chaos and values order. Remember how Light's team was able to predict his schedule? He was always on the dot, and never failed to write more than a page worth of deaths in the Death Note.

If anything gave it away, it's the "dislikes chaos and values order" part.

At first, when you said that he was "definitely a klutz," I thought of Matsuda. He's annoying but very lovable... and he too had conflicting feelings toward Kira while he was on the case--this may be due to the pressure and events that occurred while he was investigating the Kira case.

But the "their acting skills" part threw me off... and I'm pretty sure I am getting far-fetched with the 'It's Matsuda' thing...

I'm stumped.

I put "their" because the way I put things, it seemed like it could be either Matsuda or Misa (depending on who looked at it), and I wanted it to seem more that way.
Both Matsuda and Misa are klutz'
Both Matsuda and Misa have acted (Matsuda faked his death, Misa won the lead role in a movie)
and both Matsuda and Misa have both opposed and accepted Kira.

Matsuda being a member of the Task force, it was his job to catch Kira. But in his heart, he accepted Kira.
Misa, being Light's girlfriend, admires Kira for judging the murderer who killed her parents. Yet at the same time believes Kira will be caught by Light.

I planned to confuse you by making them seem so similar, and then slip in a minor clue hinting it was a male. But you figured out it was Matsuda.
