Well,most pure bloods have dark colored hair but not all pure-bloods do,cause from my observation,Shizuka has light colored hair.

i think only kurans of purebloods have dark hair!!

it might be a coincident for the pure blood you noticed has dark hair..or it seems like that..don't know!
